Ghaith Qamheiah is a Principal and the President of PLC. With over 20 years of experience in fire and life safety engineering consulting, he has established himself as a leader in the field. He holds a Bachelor of Engineering degree in Chemical Engineering from McMaster University and professional engineering designations in Ontario, Manitoba, Saskatchewan, and British Columbia.
Since joining PLC in 2007 as a principal shareholder, Ghaith has been instrumental in transforming the company from a small five-person operation to a thriving organization with over 30 employees and 10 offices across North America. He played a pivotal role in establishing PLC’s Greater Toronto Area office and driving the company’s strategic growth.
Ghaith specializes in fire hazard assessments, code and intent analysis, development of alternative solutions and performance-based designs, and the review of building and fire safety systems. He has led numerous high-profile projects, including serving as the fire safety code consultant for the University of Toronto’s Pharmacy and CCBR buildings, the University of Guelph-Humber campus, and several pharmaceutical and chemical facilities for industry leaders like Biovail, AstraZeneca, and Torcan.
His expertise also extends to critical infrastructure, including smoke management designs for Bell Canada and Manitoba Telecom Services facilities and smoke control systems for Manitoba Hydro’s control equipment rooms.
In the nuclear sector, Ghaith has led major projects for Ontario Power Generation, Bruce Power, and Cameco Corporation. His work includes fire hazard assessments, fire safe shutdown analyses, and code compliance reviews for nuclear power plants, waste management facilities, and fuel processing sites.
Ghaith actively contributes to advancing fire safety standards as a member of Canadian Standards Association (CSA) committees (N293 and N393). He is also a member of the Canadian Nuclear Society (CNS), the Society of Fire Protection Engineers (SFPE), and the National Fire Protection Association (NFPA).

Raja Hamady, B.Eng., M.Sc., MPM, PMP, is a Principal of PLC and serves as Vice President of Engineering Services. A dynamic leader with over 15 years of experience, Raja has built a distinguished career in consulting services across the oil & gas and nuclear industries. He specializes in portfolio and programme management, as well as LEAN methodologies and process-oriented project management practices, consistently driving growth, efficiency and innovation in complex markets and projects.
Raja holds a Bachelor of Engineering in Mechanical Engineering from the American University of Beirut and a Master of Science in Project Management from the University of Aberdeen in the UK. He is a registered Project Management Professional (PMP) with the Project Management Institute (Toronto Chapter), further exemplifying his commitment to professional excellence and continuous learning.
Renowned for his strategic acumen and exceptional leadership, Raja has a proven track record of managing projects, programmes, and portfolios that deliver tangible results through steering teams, operations and organizations toward success. His ability to align operations with organizational goals and client needs in expanding markets has earned him a reputation as a trusted and influential figure in fire safety engineering.
As Vice President of Engineering Services at PLC, Raja plays a pivotal role in shaping the company’s operating direction, ensuring the delivery of innovative, high-quality solutions that address the evolving needs of clients in critical industries.

Mr. Roach P.Eng., M.Eng., B.Sc., is a Principal of PLC, holds a B.Sc. in Mechanical Engineering from the University of New Brunswick and an M.Eng. in Fire Protection Engineering from the University of Maryland. He is a Professional Engineer in New Brunswick, Nova Scotia, Newfoundland & Labrador, Ontario, and Alberta, as well as a Certified Fire and Explosion Investigator through the National Association of Fire Investigators.
With over 20 years of experience in the fire protection industry, Mr. Roach has specialized in fire protection engineering consulting across industrial, commercial, residential, healthcare, and institutional sectors. Since joining PLC Fire Safety Engineering in 2007, he has led numerous fire protection projects, including fire hazard assessments for large industrial facilities, fire and explosion protection assessments for facilities with combustible dust hazards, code compliance reviews for new and existing buildings, and loss investigations to determine origin and cause while providing engineering support to enhance fire safety.
His consulting expertise encompasses a wide range of services, including code consultation, code compliance reviews, fire and explosion hazard assessments, fire and explosion investigations, fire protection system designs, and the development of alternative solutions (performance-based designs) to meet code requirements.
Mr. Roach demonstrates a decades-long commitment to innovative fire protection solutions. He serves on Technical Committees for NFPA 68 (Explosion Protection by Deflagration Venting) and NFPA 69 (Explosion Prevention Systems), enhancing safety.

Mohamed Mushantat

Mr. Mushantat, P.Eng., M.Eng., PMP, is a Principal and senior fire protection engineer of PLC, with over 20 years of experience in fire protection engineering, including 10 years in the nuclear sector. He holds a master’s degree in Fire Protection Engineering from the University of Maryland. He is a licensed professional engineer in Ontario, British Columbia, Saskatchewan, Alberta, Northwest Territories, and Nunavut. Mr. Mushantat is a certified Project Management Professional (PMP) and an ISO 9001:2015 Lead Auditor, showcasing his dedication to quality and project excellence. He is also a member of the Experience Requirements Committee for Professional Engineers Ontario (PEO).
With extensive expertise in fire protection engineering, Mr. Mushantat specializes in code compliance reviews, fire alarm and fire protection system design, fire hazard assessments, smoke control systems, fire modeling, evacuation modeling, and fire and explosion investigations. His industry experience spans sectors such as transit, commercial, and oil and gas sectors, providing tailored fire protection solutions.
Notable projects include serving as the Design Review and Commissioning Lead for the Eglinton Crosstown LRT extension, a 19-kilometer transit project with 25 stations and stops, where he oversaw building fire alarm and clean agent fire extinguishing systems.
Mr. Mushantat is a Principal Member (Special Expert) on the National Fire Protection Association (NFPA) Technical Committees serving NFPA 12, NFPA 12A, NFPA 2001, and NFPA 307 contributing to the advancement of fire safety standards.

Jithin J. Kurien

Mr. Kurien, P.Eng., CWBSP, is a Principal of PLC and a licensed Professional Engineer in Ontario. He holds a degree in Mechanical Engineering and has been actively involved in the fire protection industry since 2013.
Over the years, he has gained extensive experience across diverse sectors, including Nuclear, Transit, Oil & Gas, Aviation, and Energy. As the focal point for several high-profile projects in the Middle East, he demonstrated his ability to manage and deliver innovative and complex fire protection solutions tailored to unique industry needs.
Since 2019, Mr. Kurien has been active in the Canadian fire protection industry. His projects span the Nuclear and Transportation industries, among other critical industries, where he conducts fire hazard assessments, code compliance reviews, and utilizes Canadian and international codes and standards in the design and reviews of fire protection, fire alarm, and special extinguishing systems, as well as performs fire systems commissioning and integrated testing to meet regulatory requirements.
Mr. Kurien is a Certified Water Based Systems Professional (CWBSP) certificate holder from the National Fire Protection Association (NFPA) showcasing his advanced understanding of the NFPA standard requirements for correctly designing, preparing, and reviewing water-based fire protection systems, such as sprinkler systems and standpipe systems. Mr. Kurien also holds an ISO 9001:2015 Lead Auditor Competency Certificate holder from The British Standards Institution (BSI) demonstrating his understanding and commitment to quality programs.
Mr. Kurien’s leadership and technical acumen ensure successful outcomes for complex fire protection projects across a wide range of industries.
